A research project for the OSCE focuses on how to address the threats and challenges of “foreign terrorist fighters” (FTFs) within a human rights framework. A process of consultation with stakeholders across the OSCE region contributed to a new publication written by Helen Duffy entitled Guidelines for Addressing the Threats and Challenges of “Foreign Terrorist Fighters” within a Human Rights Framework. The report was launched at the 2018 Human Dimension Implementation Meeting (HDIM) in Warsaw and will is available here.
